SYS ADM 1–3 positions joined UPTE around 2017. TCS shows represented title codes for them from about 2023, and a step ladder from mid-2024. Two codes with the same name coexisted for two years before one was removed. We don't know why the gap — only that TCS shows it.
On December 17, 2025 thirteen represented title codes appeared in three families — IT Security Analyst 1–5, IT Architect 3–5, Construction Inspector 2–5 — as open ranges, no step ladders. No earlier code was found for any of them at the dates we probed. They are the current watchlist: if any of them gains steps, it lands in STEPS ADDED.
Every ladder change this tracker has recorded moved every step of a ladder by the same percentage: up 5.00% in July 2025, up 2.00% between our November and December 2025 reads, up 5.00% in July 2026, and down 1.00% on six ladders effective August 30 and September 1, 2026. When a change is not uniform across steps it is flagged UNEVEN. We don't know why any of them happened — only what TCS showed, and when.
UC's Title Code System will answer what a record said as of a past date — much of this site's history was built exactly that way. But it has no requirement to provide a complete history: effective dates are overwritten as ranges change, retired or corrected codes stop appearing (including a duplicate SYS ADM 3 code that existed for two years), and when a class folds fully into the contract its non-represented predecessor goes with it. And there is no changelog — nothing public says when a record changed or what it said before. We are not asserting anything improper. We are recording what TCS showed, and when. This site is an attempt at the missing changelog: it archives what TCS said and when, logs changes as they land, and re-checks past answers weekly — revisions found so far: zero.
Academic salary scales are public PDFs with effective dates, represented and non-represented versions side by side, and UCOP's own "Salary Scale Revisions" page tracking changes mid-year — open and explanatory: what each series is, which table applies, what changed. Staff titles have no equivalent: TCS answers one date at a time, overwrites effective dates when ranges change, and deletes retired codes. We don't know why the two systems differ — only that they do, and that until staff scales are published the same way, the history exists only where someone archives it.
On July 30, 2026 TCS listed Applications Programmer 1–3 and Business Systems Analyst 1–3, plus two grandfathered twins, in the represented unit without pay ranges as far back as July 1, 2025, at every location. By August 7 the same questions returned nothing before June 26, 2026, and they still do. The July 30 answers also listed two codes TCS created on July 23, 2026, so they can't date anything. We don't know why — only that the answer changed. Both answers are kept; the titles show an "answer changed" marker and TCS's current date. The same pattern holds for AV IT Engineer 3 and 4 at every location and for Communications and Network Technology Analyst 1–5 at two locations, re-checked live on September 2.
UC's contract page for the TX unit says a new agreement was ratified for 11/1/2025 through 9/30/2028. As of August 2026, the articles posted there are dated 2013-2024, under a notice that the posted language "may not reflect the most recent negotiated language." No law sets a deadline for publishing a ratified public-sector contract. In the same period TCS recorded fifteen new ranges keyed December 17, 2025, and a +5.00% move on every step in July 2026. We do not know the relationship between the two. Until the text is posted, the only public place the current negotiated rates appear is TCS — which shows one date at a time and overwrites its own history. This page archives what it showed.
